Phil... or Philip. The Plaques keep changing and now I'm confused on which name to use. Definitely not confused on where to locate this bad boy. The bright red can be seen from space on a cloudy day. Phil /Phillp likes to use striking colors to get the attention of pedestrians. He's named this sculpture Chit Chat and while it was created in 2005 it wasn't installed until 2007.
